Correction

Most of the people in the lower 9th were actually homeowners.  Statistics show 60% were homeowners.

I'm standing by my opinion, though.

If you're a landowner and someone wants to pay you for your land and you don't have a penny to your name, you're an idiot not to sell.  That makes it even more mind boggling that you DON'T want someone to come in and give you money.
